This makes Paybis Latvia's third MiCA CASP and the first Latvian company to hold both licences simultaneously. The company was founded in 2014 and serves roughly 7 million users across 180 countries with 90+ crypto assets.
Licensing
Latvijas Banka issued the MiCA CASP licence to SIA Paybis Europe (the EU entity) on 2026-05-12. The authorisation covers:
- Custody and administration on behalf of clients
- Exchange of crypto-assets for fiat money and other crypto-assets
- Order execution
- Transfer services
- Advice
At the same time, Latvijas Banka granted a PSD2 payment institution licence, allowing payments to and from payment accounts — bridging crypto services with regulated payment rails. The first Latvian company to hold both licences in parallel.
Bottom line
Paybis is a clearly positioned retail on/off-ramp exchange with full MiCA authorisation from Latvijas Banka. Best suited to ad-hoc crypto purchases by card or SEPA where the user values UX convenience and dual regulatory cover (MiCA + PSD2). For active trading at lower fees, Bitvavo or Kraken Pro remain better suited.
