Penning 2026 - the first Danish MiCA CASP with portfolio management (deep dive)
Penning Financial Services ApS (Finanstilsynet FTID 10902, 2026-01-15) is the first Danish full MiCA CASP and the only one with a crypto portfolio management licence. 190+ tokens across 28+ networks, 7 of 9 MiCA service categories, 29-country EEA passport.

When the Danish Finanstilsynet issued the first full MiCA CASP licence on 15 January 2026, the recipient was neither Saxo Bank nor Danske Bank's crypto desk. It was Penning - a four-year-old Copenhagen startup with FTID 10902 that effectively made Denmark a new Nordic crypto regulatory jurisdiction. Even more interesting: Penning simultaneously received something that remains rare across the entire EU - a crypto portfolio management licence.
Penning - how a Copenhagen startup rewrote Danish crypto regulation
When the Danish Finanstilsynet issued the first full MiCA CASP licence on 15 January 2026, the recipient was neither Saxo Bank nor Danske Bank's crypto desk. It was Penning - a four-year-old Copenhagen startup with FTID 10902 that effectively made Denmark a new Nordic crypto regulatory jurisdiction. Even more interesting: Penning simultaneously received something that remains rare across the entire EU - a crypto portfolio management licence.
This Norriwire-region analysis explores why the Penning licence is more significant than it first appears and how it affects investors in Latvia, Lithuania, Estonia, and Finland who are seeking regulated crypto services.
Context: what was Denmark before 2026-01-15
Before the Penning licence, the Danish crypto sector occupied a peculiar grey zone. Saxo Bank offered crypto CFDs but not spot trading. Danske Bank openly banned crypto operations. The only serious Danish crypto service provider was Coinify - operating under an AML/KYC registration rather than a full MiCA CASP licence.
In the rest of Europe (Germany, France, the Netherlands, Lithuania, Estonia), MiCA licences had been issued from the second half of 2025. Denmark was among the last - which is precisely why Penning's grant on 2026-01-15 was a significant event.
Why Penning, specifically?
The licence issued by Finanstilsynet is not a simple CASP stamp. It covers 7 of 9 MiCA service categories - one of the broadest licences in the entire European Union. For comparison:
| CASP | MiCA service categories |
|---|---|
| Penning (DK) | 7 of 9 (incl. portfolio mgmt + advice) |
| Bitstamp (LU) | 5-6 (spot + custody + execution) |
| Kraken (IE) | 5-6 (spot + custody + execution) |
| Coinbase (DE) | 5 (spot + custody) |
| Bitvavo (NL) | 4-5 (spot + custody) |
Portfolio management and investment advice are the two MiCA categories that most EU crypto exchanges do not receive - they require a much higher regulatory standard, typically held by traditional banks and brokers (eToro/Lightyear tier).
This is why the Penning licence is called a "full MiCA CASP" - they can not only sell but also actively manage client crypto portfolios under Danish FSA supervision.
Historical context
Penning Financial Services ApS founding history:
- 2021: Company founded in Copenhagen with CVR DK44645971
- 2022-2024: Quiet development period, initial trading product via Penning.dk
- 2024 H2: Application submitted for MiCA CASP licence
- 2025: Preparation with ISO 27001 certification and DORA compliance
- 2026-01-15: MiCA CASP licence granted, FTID 10902
- 2026 H1: 190+ token addition, Penning Invest product launch
- 2026 H1-H2 plan: Expansion in Sweden and Norway
- 2026-2027 plan: Expansion in Germany and the Netherlands
Unlike many EU crypto exchanges that began operating before MiCA, Penning is "MiCA-native" - their product, processes, and risk management design was built with MiCA requirements from day one.
Penning Invest: this is the most important detail
The Penning Invest product is what makes Penning unique in the Norriwire region. This is not simply a "buy Bitcoin" button. It is a Danish FSA-regulated actively managed crypto portfolio that you can order in your Penning account.
Currently two strategies are available:
| Strategy | Description | Risk profile |
|---|---|---|
| Penning Trend | Trend-following with large-cap tokens | Moderate |
| Penning Trade | Active trading, deeper altcoin spectrum | Higher |
Here is the most important point: 0% management fee. Penning does not earn from portfolio management - they earn from spot and OTC trading commissions that happen during portfolio rebalancing. This structure is the opposite of traditional crypto funds (2-20 or 1-15) and makes it interesting for institutional clients.
Minimum: €5,000. That is higher than Robinhood or Lightyear but lower than traditional portfolio management services (typically €100,000+).
Norriwire region impact
The impact of Penning on the Norriwire region operates on three levels:
1. Regulatory proximity
Copenhagen sits less than 1,000 km from Riga, Tallinn, Helsinki. That is less critical for digital services (where distance does not matter), but it matters for:
- Customer service (similar time zone, mutually compatible work cultures)
- Regulatory cooperation (Lietuvos bankas and Finanstilsynet have long cooperated)
- Crisis situations (if travel to the office becomes necessary)
2. EEA passport reach
The Penning licence with a 29-country passport means Latvian, Lithuanian, Estonian, Finnish and other Norriwire investors can open accounts on identical terms to Danish investors (with a small distinction - DK domestic clients via a separate channel).
3. MitID infrastructure
Penning supports MitID - Denmark's electronic identity which connects to the other Nordic eID systems (BankID in Sweden, MitID in DK, BankID in Norway, Suomi.fi in Finland). For Latvia and Estonia this is less relevant, but for Finnish investors it is a meaningful extra security feature.
Risks - 5 things to consider
1. Youth
Penning is only a 4-year-old company and the MiCA licence is only 4 months old (2026-01-15). That is not bad, but things in investing that have not yet been seen as a company and as a regulator can surprise.
2. Limited customer service
The app is available only in English and Danish. For LV, LT, ET, FI clients this can be cumbersome, especially in dispute situations or complex portfolio questions.
3. Portfolio management €5,000 minimum
Penning Invest is not for beginners. If you have €1,000 of test capital, no one will accept you, and the standard service (0.5% spot commission) is higher than Kraken or Bitstamp.
4. No public Proof of Reserves
Most large crypto exchanges since the FTX crash (2022) publish Proof of Reserves attestation - cryptographic proof that client funds are in custody. Penning does not maintain this publicly, although client fund segregation is a MiCA requirement (and its enforcement is audited by Finanstilsynet).
5. Competition with parent banks
Saxo Bank, eToro and other traditional brokers are starting to add crypto services. If Penning does not expand fast enough (SE/NO H1 2026, DE/NL plan), it may remain a niche player with low turnover.
Who Penning will suit
It will suit if:
- You are a Norriwire investor wanting a regulated crypto service in a European jurisdiction
- You have a €5,000+ crypto investment budget and are looking for passive management
- You value regulatory clarity (FTID 10902 + Finanstilsynet) above the lowest commission
- You want multi-chain access (190+ tokens across 28+ networks) under one custody
- You like the Penning product philosophy - 0% management fee, trading commissions fund the business
It will not suit if:
- You are a beginner who does not yet know what you want from crypto
- You do not have the €5,000 portfolio management minimum
- The main criterion is the lowest commission (Kraken/Bitstamp will be cheaper)
- You want CRO staking rewards (Crypto.com Visa)
- You want to do advanced trading with derivatives (GCEX or Lightyear forex partners)
- You need an LV/LT/ET-language interface
Alternatives in the Norriwire region
| Exchange | MiCA CASP | Portfolio mgmt | Tokens | Spot fee | Norriwire fit |
|---|---|---|---|---|---|
| Penning | DK Finanstilsynet (2026-01-15) | Yes (rare) | 190+ | 0.5% | High |
| Bitstamp | LU CSSF | No | 90+ | 0.3-0.5% | Medium |
| Kraken | IE CBI | No | 200+ | 0.2-0.4% | Medium |
| Coinbase | DE BaFin | No | 250+ | 0.5-1.5% | Medium |
| GCEX | DK Finanstilsynet | No (B2B) | 25+ | 0.1-0.15% | High (instit.) |
| Lightyear | EE FIU + LT bank | No (crypto), Yes (stocks) | 25+ | 0% trading | High |
Interestingly, the Danish FSA currently supervises two CASPs unique to the Norriwire region: Penning (retail + portfolio mgmt) and GCEX (institutional + OTC). This makes Denmark an interesting crypto jurisdiction in 2026 - similar to Lithuania and Estonia.
Verdict
Penning is not a competitor to Kraken or Bitstamp by volume. But that is not the goal - Penning is a Danish-jurisdiction regulated portfolio management player with 7 of 9 MiCA service categories, 190+ tokens, 0% management fee, and Finanstilsynet supervision.
Norriwire impact: if you are seeking a regulated passive management option for crypto with an EEA passport close to home (Copenhagen), Penning is the best option in 2026.
| Your profile | Recommendation |
|---|---|
| Beginner (<€1,000) | Bittimaatti or Lightyear |
| Medium Norriwire investor (€1-5k) | Bitstamp or Kraken |
| Premium investor (€5k+) with passive goal | Penning Invest |
| Active trader with advanced features | Kraken or GCEX |
| Institutional client | GCEX or AK Jensen |
Remember: a regulated licence (FTID 10902) is not a guarantee of profit - but it is a guarantee that client funds will be managed to MiCA-level standards under Finanstilsynet supervision. This is a meaningful step for the Norriwire region, which has long been dependent on Malta, Ireland, and Luxembourg CASPs.
